As a result of our experience with military organizations and OEM’s, we developed the ILIAS Performance Based Logistics (PBL) Solution. In combination with our other defense platform products, this tool is an innovative approach to performance-based logistics and defines the effectiveness of armed forces.
Military’s focus has changed to doing less support work. They now shop for outcomes and results not parts or services. Today’s defense organizations need deployable, operationally-sound, systems at the lowest cost. In response, PBL (Performance Based Logistics or Performance Based Life Cycle Product Support) has become the preferred sustainment strategy. Industry defines it as a strategy built on agreements between military forces and private contractors who, together, define the requirements and performance goals after a business case analysis.

Our ILIAS Enterprise Suite, ILIAS I-HUMS (Health and Usage Monitoring System) and DCM (Defense Capability Management) offers an innovative approach to defining the effectiveness of a logistics system by changing the performance parameters; taking into account the flight hours, total cost of ownership, added value and efficient identification of needs.

The implementation and usage of our military software suite respects the generic performance based logistics model introduced by the Defense Acquisition University.
ILIAS products can help MOD’s and OEM’s clearly identify requirements, define affordability of the model and track its performance according to the PBL metrics hierarchy.
- The first level of metrics is the performance goal for the PBL arrangement such as, operational and material availability at system level.
- The second level of metrics can identify the causes of the performance deviation for a level 1 metric like reliability and mean down time.
- The third level metrics support level 2 metrics and are even more specific like logistics response time and mean time to repair.
The usage of ILIAS products guarantees a common value chain with transparency on what affects costs and what allows armed forces to invest in availability, reliability and maintainability of their assets. Plainly stated, our solutions offer total asset visibility.
